Curaçao casino licence: what it means now that the rules have changed

For twenty-odd years 'licensed in Curaçao' meant one thing. Since 24 December 2024 it means something else, and a lot of what you will read about it online still describes the old system.

An island of 150,000 people and a big share of the internet's casinos

Curaçao, in the southern Caribbean, is a constituent country of the Kingdom of the Netherlands. It began issuing online gaming licences in the 1990s and became one of the most common names in casino footers worldwide, largely because its licences were quick to obtain and covered every type of game under one authorisation.

How the old system worked

Under the previous framework, the government granted a small number of master licences to private companies. Those master licence holders then issued sub-licences to casino operators. The operator's seal pointed to the master holder, not to a public authority, and oversight of the sub-licensees depended heavily on the master holder. Critics said this made the system opaque and hard for players to use when something went wrong, and the Netherlands pressed Curaçao to reform it.

What changed on 24 December 2024

On Christmas Eve 2024 the island switched to a new statute, the Landsverordening op de kansspelen, usually shortened to LOK. Its central idea fits in one line: every operator now deals directly with a public body, the Curaçao Gaming Authority, which grants, supervises and can withdraw its licence. The middle layer of private master licence holders has been removed.

Operators that held sub-licences were given a transition period to apply under the new regime. Since 2023 new applicants have gone through the authority's own online portal. The result is that 'Curaçao licensed' in 2026 should mean a licence you can trace to a public body, not to a middleman.

Reading a Curaçao seal today

  1. Click the seal. Under the new system it leads to a verification page on the regulator's own domain, with the licensee's name, its licence reference and its current status.
  2. Read the company name and compare it with the one in the casino's terms and conditions. They should match.
  3. Look at the date. A validation page that has not been updated since before December 2024 may describe the old arrangement.
  4. Be wary of a seal that is just an image with no link, or a link to somewhere other than the regulator.

Complaints under the new law

Step one never changes: write to the casino and use its internal complaints process. The new framework requires licensees to handle complaints properly and gives the Curaçao Gaming Authority a procedure for players who remain unsatisfied. It is newer and less tested than Malta's, and it is fair to say the authority is still building its track record. Keep screenshots and your transaction history from the start: they are what any regulator will ask for.

Why so much online advice is out of date

Search for 'Curaçao licence' and a large share of what comes back was written before 2024: guides that describe master licences, sub-licence numbers and validators run by private firms. They were accurate when written. They are not now. When you read anything about a Curaçao-licensed site, including reviews, look for a date after December 2024 and a reference to the Curaçao Gaming Authority. Without both, treat the description of the licence as history.

The same caution applies to what casinos themselves display. A footer can take time to catch up with a change of regime, and a seal that still names an old master holder does not by itself tell you whether the operator has moved to a direct licence. The regulator's own register is the only place that settles it.

What remains your job

A licence, from any island, covers the operator's conduct; it does not cover your decisions. Read the bonus terms before accepting an offer, verify your account early so a first withdrawal is not held up by paperwork, and set a deposit limit on the first evening. Those three habits protect you more than the choice between one badge and another.

Curaçao compared

The Maltese licence has a longer record of player-facing rules; see the MGA guide. The British regime is stricter still for British customers; see the UKGC guide. Newer jurisdictions such as Anjouan work differently again, and Kahnawake has the longest history of all. Ireland's own regulator is on the GRAI page, and all six guides are on casino licences explained. If you are here because of a particular game, popular casino games covers the titles themselves.

Frequently asked questions

What does 'licensed in Curaçao' mean in 2026?

That the operator holds a gaming licence granted by the Curaçao Gaming Authority, which since 24 December 2024 licenses each operator directly instead of through private master licence holders.

What does LOK stand for?

Landsverordening op de kansspelen, the Curaçao gaming statute in force since 24 December 2024. It replaced the old arrangement of master licences and sub-licences.

Do Curaçao sub-licences still exist?

The sub-licence system was replaced by direct licensing under the new law. Operators that held sub-licences had a transition period to apply to the authority.

Is a Curaçao seal enough proof on its own?

Only if it leads somewhere. A genuine seal opens a verification page on the regulator's domain naming the licensee and its status; compare that company with the one in the casino's terms.

Does the Curaçao Gaming Authority handle player complaints?

It has a complaint procedure under the 2024 law, for players who remain unhappy after going through the casino's own process first.
