Gambling regulation in Ireland: what actually changed

For most of the last century Ireland regulated gambling under laws written before the internet existed. That ended with the Gambling Regulation Act 2024, and the consequences are still arriving.

What the Act created

A statutory regulator: the Gambling Regulatory Authority of Ireland, established in 2025, with licensing powers over betting, gaming and lotteries — online and in person. Before it, oversight was split across old statutes and no single body had responsibility for the online market. That is the substantive change: not new rules alone, but somebody whose job it is to enforce them.

Taken together that reshapes what any Irish-licensed operator can put in front of you. It is worth knowing before choosing a site on the strength of a promotion, because promotions are precisely what is being reined in.

What has not changed

Your winnings are still not taxed in your hands. Betting duty falls on operators on turnover, not on players on winnings. That has been the position for years and the Act does not alter it, which continues to make Ireland unusually simple compared with markets where players calculate tax on net winnings per operator per year.
